Son of Robert Innes Fraser ( 1853 - xxxx) and Annabella Phair (1852 - 1935), of Brantford, Brant, Ontario, Canada. Finlay graduated from the Ontario College of Pharmacy in 1910. At the time of his enlistment, he worked for S. Tapscott and Company at 24 Market Street, in Brantford, ON, Canada.

He was a Mason, Brant Lodge #45, in Ontario, Canada.

In 1915, he became an instructor at the Canadian Training Camp in Shorncliffe, Kent, England, UK. Finlay was transferred to France on June 30, 1916. He died in #14 General Hospital located in Boulogne, Pas de Calais, France following appendicitis and surgery.

Finlay was survived by three siblings: Lottie Annabel Fraser ( 1888 - xxxx), Elsie Innes Fraser ( 1890 - xxxx) and William Fraser ( 1892 - xxxx). His father predeceased him but the date is unknown.
